Non-compliance with the accessibility regulations

  • Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content). We are adding text alternatives to images on current pages first, then to news and class pages.
  • Some PDF and Word documents are not tagged for screen readers, and some are not in an accessible format. This fails WCAG 2.1 success criteria 1.1.1 (non-text content), 1.3.1 (info and relationships) and 4.1.2 (name, role, value). We are replacing documents with accessible PDFs as each one is reviewed.
  • Some pages skip heading levels. This fails WCAG 2.1 success criterion 1.3.1 (info and relationships).
  • Some links, including image links, have no text or do not describe where they go. This fails WCAG 2.1 success criterion 2.4.4 (link purpose, in context).

Content that’s not within the scope of the accessibility regulations

Many of our older PDFs and Word documents do not meet accessibility standards. The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they are not essential to providing our services. Any new PDFs or Word documents we publish will meet accessibility standards.

What we’re doing to improve accessibility

  • In September 2026 we added a skip to content link, a main content landmark, visible keyboard focus and a keyboard-operable menu button.
  • Download links now name the document they open, and footer headings are in sentence case.
  • We are replacing policy documents with accessible PDFs as each one is reviewed, and adding text descriptions to images.
